Take the dog in to a vet to find out what it is and get it treated. There are too many reasons for ';flaky, scabby things'; to even start guessing. Guessing is all we could do. I would have the vet take a look. He can scrape some off and look under the scope to see if it is just allergies, or if it a parasite. Mites cause this as well as scabies.





When it comes to the skin it's best to have it checked.
It 'might' be hot spots.

you need to take the dog to the vet to get a diagnosis as we can't do it from your description
A flea allergy will cause scabs and flaky skin. Is the dog on a good quality flea preventative?
