If you only notice this ';in certain positions';, then I would say your skin is entirely normal. It has to be flexible in order for you to move. A little ';double chin'; can be provoked even with taught young skin by flexing the head and retracting the jaw.
There are no exercises which help.
There are no cosmetics / topicals which genuinely help.
You can protect against the problem with general skin care - limit exposure to UV light; don't smoke.

The only way to get rid of excess skin is having it surgically removed. If you're okay with spending alot of money and having plastic surgery, call a plastic surgeon and set up an appointment. They'll be able to explain everything to you.
ask it kindly to move, say ';skin, please get off my chin, i know we've had some great times together but now i fell its time we went our separate ways'; more times than not the skin will understand and leave out of respect for ur wishes, if it dosent leave than its just an asshole
I saw a little ';chin exercise'; machine the other day on some paid programing show early in the morning. The results seemed to be very effective. You will have to find out what it is called, of course, but it looks like a great bet.
They have a work out machine at wal mart, that is designed for those things.
WIERD ... Maybe you should consider it surgically removed or you might be in denial you might not be as tiny as you think you are .. think about it
Go to any book store and they have some books on face yoga to tighten facial muscles (if your that concerned)
Everyone has that problem. When I move my head back my neck skin come forward.. It is perfectly normal.
